The committee discussed whether to treat the assignment as "acting" rather than "interim," and members favored a temporary bonus structure rather than an immediate pay increase. The committee said the bonus will be reviewed every three months and can be renewed if the acting assignment continues.
Eric, the village fiscal officer who has been performing the acting administrator duties, presented background on pay scales and comparisons. Committee members discussed how to calculate a fair temporary supplement, citing the village salary ordinance and internal pay bands. Committee members said bonuses avoid the administrative and legal complications of a permanent pay change while the role remains temporary.
Committee members identified Ordinance 2022‑5 (the village pay schedule) as the reference for salary bands and said the intent is to use the ordinance midpoints when calculating temporary supplements. The committee also noted some contracts and forms (for example, certain Ohio Public Works Commission draws) require separate signatures and may limit one person from signing in two roles; in those cases the mayor must sign.
David Fisher made the motion to approve the three‑month bonus arrangement (the $2,250 lump sum for the first three months, retroactive to July); a second was recorded and the committee voted to approve. The committee set the first payout date for Oct. 15 and instructed staff to bring a proposed, repeatable procedure to update the salary schedule and to define "acting" versus "interim" for future use.
The committee also asked staff and legal counsel to confirm whether the bonus should be processed as a lump‑sum payout or via another vehicle and to prepare any required legislation to align the village pay ordinance with the new practice.
