County commission approves multiple rezonings, annexation, budget amendments and appointments

The County Commission approved a package of land-use changes, budget amendments and other routine items during its meeting, including several rezonings, an annexation into the urban services district, a clarified ordinance on liquor-store limits, and purchase-order budget amendments for multiple funds.

The commission also elected its chair and pro tem by acclamation, approved one public-notary application, and voted to move several zoning and annexation ordinances forward after public hearing and staff presentations.

The approved rezoning and annexation items included: (1) an A-1 to C-1 rezoning on Highway 10 (ordinance 333202520), (2) an A-1 to R-1 rezoning on Greenwood Hollow (ordinance 334202521), (3) a M-1 to R-2 rezoning on Harrod Lane (ordinance 335202522), and (4) an annexation of a parcel into the urban services district (ordinance 336202523). The commission also completed second reading on ordinance 332202519, rezoning R-1 to R-3 on East Main. Planning staff described utilities and fire protection as present for the annexation parcel and said sewer access and hydrants exist for that site.

Planning staff and commissioners discussed the allowed uses tied to each zoning category and infrastructure implications. Planning staff said the parcel proposed for annexation "does have sewer access" and has water and fire hydrant service on adjacent streets; they said the parcel would likely be developed as single-family lots or duplexes under the requested zoning. Commissioners pressed staff on whether additional county lighting or other urban-service costs would be required; staff said those costs were not fully quantified in the meeting but noted trash pickup and higher water/sewer demand could follow annexation.

On the ordinance that would clarify the county's limit on the number of liquor and package stores (ordinance 337202524), planning staff told commissioners that prior legal history and a past lawsuit had left multiple stores in place and that planning recommended not imposing a countywide limit. That ordinance passed on first reading with a favorable recommendation from planning.

Budget amendments covering purchase orders opened in fiscal 2025 also passed in a single voice vote after staff explained they were generally carryovers for items not yet liquidated. The items included amendments in fund 101 (general services/insurance recovery for the sheriff), fund 111 (urban services purchase orders), fund 116 (solid waste), fund 128 (ARP special fund), fund 131 (highway/state aid), and fund 141 (general purpose schools — Education Freedom Act teacher bonuses). The clerk recorded the voice vote as carried.

Other formal actions the commission approved: the commission elected Lonnie Taylor as chair and Bubba (Bob) Gregory as pro tem by acclamation; the body approved one public-notary application for Vanessa L. McKee; and the commission accepted, by vote, several rezoning ordinances on first reading and one on second reading after a public hearing.
