Resident criticizes lack of notice as Broadhead sewer-separation work reaches Warren Street

A Crafton resident told borough council on Sept. 24 that construction tied to the Broadhead sewer-separation project began on Warren Street without adequate notice, creating confusion about parking and work hours.
The resident, Vincent Vergani of 57 Warren Street, said he bought his home in 2022 and has been frustrated by “a lack of communication and transparency now that the project has commenced on Warren.” Vergani said he received a resident notification letter dated July 21 but did not get other promised follow-up, and that construction crews arrived Sept. 15. “For those of us without off-street parking, this lack of communication is more than frustrating,” he said.
The complaint drew a direct response from Borough Manager John Price, who apologized for communication lapses and said the borough will create a dedicated webpage and issue repeated Savvy Citizen notices to share updates. “That was my mistake, and we’re gonna be adding to that,” Price said, adding that the project has shifted to multiple crews and that notifications did not reach all neighbors as intended.
Why it matters: Warren Street residents said unclear signage and cone placement left drivers unsure whether parking was prohibited at all times or only during work hours. That confusion contributed to vehicles remaining in posted areas and friction between residents and crews, residents said. Council and staff said better notice and clearer signage could reduce those conflicts on other project streets.
Engineering and schedule details
Borough Engineer Laird King told council the Broadhead sewer-separation construction is active in several places: the gravel access off Crafton Boulevard, the back-mount portion, and starting at the bottom of Warren Street. King said a Crafton Boulevard closure and detour were expected to begin Sept. 25 and that Savvy Citizen posts had been issued for that detour. He reiterated the project’s overall expected completion as October 2026.
King also said work crews would be added in other areas of the project and that certain sidewalk, crosswalk and drainage fixes will be timed to final paving. He told council that some tasks (for example, repair of a ponding issue at the Steuben–Duncan intersection) will be scheduled toward the end of the Broadhead work so they are done immediately before final paving.
Council response and next steps
Manager Price said the borough will publish a single project page with timetables and contact information and will push Savvy Citizen alerts to direct residents to that page. Price also encouraged residents to report unclear signage or parking enforcement concerns so staff can coordinate with the contractor. The borough identified Morante Contracting as the contractor on the Warren Street work; a contractor representative told at least one resident that work on that block was being done Monday through Thursday, contradicting the July letter’s stated Monday–Friday schedule.
No formal council action (ordinance or resolution) was taken on the Warren Street communication item; council direction was limited to staff follow-up: create a dedicated project webpage, publish clearer notices via Savvy Citizen, and review signage and towing messages for affected blocks.
