The Tooele City Planning Commission approved a site-plan design review Wednesday for the Southpointe Apartments development, which would sit on roughly 3.2 acres at about 603 West 3 O’Clock Drive in the MR-12 (multifamily residential) zoning district.
Planning staff member Mr. Agard described the parcel as located at the city’s south end between 1220 South and 3 O’Clock Drive, adjacent to SR-36. The proposal calls for two rental apartment buildings — one with 16 units and one with 12 units, according to the staff presentation — internal parking with garage structures, a playground area between the buildings and primarily dry-scape landscaping. Agard said the applicant is proposing about 97 parking stalls where the code requires 63.
“Tooele City staff have reviewed this site plan extensively. We are confident that it meets or exceeds all the standards and requirements for multifamily residential as required by Tooele City codes,” Agard said. He noted landscaping will be dry-scape, with trees and drip irrigation; the playground will include fall-safety material rather than sod.
Commissioner Anderson moved to approve the site-plan request (application 2024067); Commissioner Proctor seconded. The roll-call vote was: Commissioner Hammer — aye; Commissioner Proctor — aye; Commissioner Hamilton — aye; Commissioner Jensen — aye; Commissioner Anderson — aye; Commissioner Sonnelson — aye. The motion passed 6-0.
Staff recommended approval subject to conditions in the staff report dated Sept. 18, 2025. The approval allows the applicant to advance to permit review and construction planning, subject to compliance with those conditions and applicable building permits.
