Otter Run subdivision accepted into county stormwater maintenance district, Levy Court approves expansion

Levy Court voted Tuesday to accept the Otter Run subdivision into the Kent County Stormwater Maintenance District, approving Resolution 4,128 after staff verified that a majority of lot owners signed a petition and the conservation district prepared an operation and maintenance plan.
Planning staff told the court the signatures were checked and the required operation-and-maintenance plan was in place. Staff also noted that, because of the timing of the request, billing will begin on the county tax bill dated August 26 for a half year.
Resident Michael Williamson, who identified himself at the podium as an Otter Run homeowner, spoke in favor of joining the district and confirmed the subdivision contains one stormwater pond and two swales.
A motion to approve Resolution 4,128 creating the Otter Run Stormwater Maintenance District passed on a 6–0 roll call (Commissioner Maston absent). Commissioners said the program benefits homeowners and noted the program’s history of serving subdivisions across the county.
Ending: With approval, Otter Run will be added to the county-maintained stormwater program; county staff will include the district on the next tax bill and implement the maintenance schedule described in the conservation district’s plan.
