The Rutherford County Regional Planning Commission on Sept. 22 approved a site plan for an indoor soccer complex on Old Nashville Highway (project 253022) that includes a 38,135-square-foot indoor facility and outdoor fields, with parking and roadway improvements required as part of the site plan.
Planning staff reminded the commission that the PUD zoning for the project was approved in June 2024. Staff asked the applicant to provide a consolidation plat and to verify the proposed building and associated grading and retaining walls would not encroach on a 100-foot CSX charter right-of-way measured from each side of the tracks. Staff also identified a retaining wall that preliminarily measures about 11 feet in height (top of wall 542, bottom 531) and asked for structural designs, fencing and safety measures to protect players and pedestrians from steep edges.
Applicant representatives said parking calculations followed the PUD pattern book and provided 102 paved spaces plus five handicap spaces (107 total) with additional grass overflow that could be used if needed; staff said the main paved parking would be constructed up front. The applicant confirmed hours of operation set in the PUD and said turn-lane improvements on Old Nashville Highway are part of the entrance design and will be required prior to opening.
Commissioners approved the site plan subject to staff comments that include: (1) verification that no building or impermissible improvement is inside the CSX charter right-of-way, (2) submission and review of engineered retaining-wall plans, (3) construction of required turn lanes and traffic improvements prior to opening, and (4) consolidation plat submittal and recording.
Ending: The applicant must supply the detailed retaining-wall and fence designs and confirm the building footprint relative to the CSX right-of-way before a pre-construction meeting and building permits will be scheduled.
