Hollidaysburg council approves conditional use for outdoor dining at 310–312 Allegheny Street

Hollidaysburg Borough Council on Sept. 11 approved a conditional-use permit to allow outdoor dining at 310–312 Allegheny Street, the site of a planned restaurant the applicant said will be called the Reserve at Hollidaysburg.
The permit, sought by Brian Buffone, permits a brick patio with cast-iron fencing and handicap access ramps as shown in submitted plans. The planning commission and the borough Historical Architectural Review Board (HARB) both recommended the request in favor before the council hearing.
Buffone, identifying himself as the applicant, told council the proposal is the same project approved in 2023 but that the earlier approval lapsed before construction began. “We are going to be seeing about 36 people on the outdoor patio, and it’ll be the same menu that’s offered on the inside as well,” Buffone said, and explained the project will reuse original cast-iron fencing recovered from the building and replicate original elements where necessary to meet code.
The planning, zoning and code enforcement director confirmed the application was filed July 28, 2025, was complete at filing, and that the affected property was posted Sept. 2, 2025, and noticed in the newspaper twice, as required. The application packet and the planning commission and HARB recommendation letters were admitted into the record during the hearing.
A resident who spoke in favor described the project as a draw for Allegheny Street. No speakers spoke in opposition during the hearing.
Council moved to approve the conditional use after the public comment period and voted to authorize the council president to sign the decision. The motion carried by voice vote.
The approved permit imposes the operating hours and other conditions that were part of the prior approval: Monday–Wednesday 11 a.m.–8 p.m.; Thursday–Saturday 11 a.m.–10 p.m.; Sunday 10 a.m.–3 p.m., and routine table bussing and housekeeping practices to limit food and waste accumulation on the patio. Buffone said the only change from the prior filing was testing dates and the decision to reuse and replicate original fencing pieces to meet railing-gap regulations.
Documents admitted to the record include the completed application, proof of publication, the property posting certification, the planning commission recommendation and the HARB recommendation. No vote tally was recorded in the minutes; the council approved the conditional use by voice vote.
