The Clinton County Board of Zoning Appeals voted 3-0 Sept. 23 to approve a special exception that allows Troy and Shannon Casey to use a single recreational vehicle (RV) as temporary housing while they renovate a dwelling on a one-acre agricultural lot.
Planning staff said the property sits partially in floodplain but has sufficient elevation in its front portion for an RV and the renovated house. The county health department approved a new septic system and told staff the RV may connect temporarily during construction but must be disconnected before a certificate of occupancy for the dwelling is issued.
Staff recommended approval with conditions including that the RV connection to the septic be removed before issuance of a final certificate of occupancy; the special-exception approval expires at final certificate of occupancy and the petitioners must return to the board for any extension. Shannon Casey told the board she appreciated the staff’s work preparing the request.
The board incorporated staff findings into the motion and approved application CCDash2025Dash00841, docket 29-25-SE. Roll call was Grant Mueller — yes; Stacy Pedigan — yes; Chester Banks — yes. Staff said the RV does not require a separate permit, but renovation work on the dwelling will require building permits.
