The Clare County Board of Commissioners voted to approve a $207,375 contract with J Rank Electric Inc. for airport lighting work.
During public comment, resident Randy Gray asked why the contract amount differed from the original estimate submitted with the county’s grant application. County staff responded that the figure in the grant application was an initial estimate; when the county later issued a formal request for proposals, it received a single bid from J Rank that came in “significantly lower” than the earlier estimate. Staff said the initial grant request to MDOT Aeronautics used an estimate and that the subsequent procurement produced the final bid amount.
The board moved and seconded approval of the contract and conducted a roll call vote; the motion carried.
County staff also reported they had received half of the airport grant funding ($113,000) and expected to spend that initial tranche within a week and then request the second tranche. The transcript indicates the airport crack seal project is complete and the J Rank contract was expected to be executed following the meeting.
