The Clinton County Board of Zoning Appeals voted 3-0 Sept. 23 to grant a variance allowing two brick driveway pillars at 4272 South County Road 0 East West to be placed 5 feet from the road right-of-way instead of the standard 50-foot setback.
Planning staff said the pillars, proposed by petitioner Laurie Callaway, would mark the driveway entrance and display the house number to reduce delivery confusion in the rural residential area. Staff recommended approval with conditions including that each pillar remain at least 5 feet from the right-of-way, not exceed 5 feet in height, lighting—if added—comply with the county’s lighting standards, and any fence later attached to the pillars not exceed 42 inches unless the petitioner returns to the board for a variance.
Laurie Callaway, the petitioner, told the board, “we have no plans to ever add a fence.” The board incorporated the staff findings into the motion and approved application CCDash2025Dash00821, docket 28-25-VA. The roll-call vote was Grant Mueller — yes; Stacy Pedigan — yes; Chester Banks — yes.
Staff noted an existing stone pillar farther north of the property that has not created visibility issues. The petitioner may construct a smaller pillar at the right-of-way without a variance, but staff said the requested placement and height better meet the petitioner’s stated objectives of visibility and compatibility with the new dwelling.
