The City of Bandera City Council adopted Ordinance 456 to amend the powers and duties of the city administrator and the city treasurer. The motion to approve the ordinance was made by Councilmember Lynn Palmer, seconded by Councilmember Jeff Flowers, and passed unanimously by a 5-0 vote.
Staff explained the ordinance change was intended to put into writing temporary reporting and authority arrangements following the appointment of an interim city administrator, Jill. The ordinance clarifies who the interim city administrator reports to for labor and legal purposes, and it formalizes signing authority and redundancy for financial approvals: checks require two signatures and designated signatories were clarified so that the city can function if the mayor or other signatories are unavailable.
Council members asked procedural questions about reporting lines, daily oversight and who reviews credit-card statements and checks. The mayor (or presiding official) and councilmembers said the change was intended to address previous optics and ensure appropriate oversight; staff said routine monthly and quarterly financial reports would continue to be presented to the council.
