The City of Bandera City Council voted to approve amendments to the Bandera Economic Development Corporation's (EDC) bylaws, including an increase in the project amount that must be sent to council from $5,000 to $10,000. The motion, made by Councilmember Brett Hicks and seconded by Councilmember Lynn Palmer, passed 4-1; Councilmember Debbie Breen voted against the measure.
City staff explained the amendments update the EDC bylaws to align with current state law and local government code requirements. Changes described in the meeting included raising the dollar threshold that triggers council approval for EDC projects (from $5,000 to $10,000), simplifying procedural rules (including replacing a strict reference to Robert's Rules of Order with a provision allowing the board to adopt its own rules of procedure), clarifying who may sign contracts and checks, and correcting typographical errors and meeting-notice language.
Staff and the EDC representative said public hearings and procurement procedures required by state law would still apply: projects over the threshold still require public notice and, for projects above certain amounts, two separate council readings and associated public-hearing publication requirements. As staff explained, the increase from $5,000 to $10,000 changes the dollar level that triggers council involvement, but does not remove statutory public-hearing obligations.
Some councilmembers asked for additional time to review the redline showing edits; the item was briefly discussed and a motion to table was made at one point but later withdrawn or superseded when a motion to approve was moved, seconded and carried. One councilmember said the new EDC board had demonstrated more businesslike decision-making than a prior board, which staff cited as context for the change.
