Council clears consent agenda and approves multiple contracts, easements and project signing authorities

- A $12,000 per year administrative services agreement between the Downtown Westfield Community Development Corporation and the City of Westfield for managerial and secretarial services; the agreement differs from prior maintenance invoices and is structured as a flat fee for administrative work.
- A right‑of‑way dedication for AJW Enterprises/Central Indiana Insulation at the northwest corner of 160th Street and Westfield Park Road, part of a commercial building expansion process.
- A partial termination of a recorded drainage easement for DW Farms along Wheeler Road in the Grand Park area to allow a planned self‑storage development; staff said the developer will pipe and reroute drainage and the staff review concluded the proposed drainage plans are acceptable.
- A pedestrian path extension contract awarded to Midwest Paving for $103,612 to fill a gap on Grassy Branch Road serving Grassy Knoll subdivisions; staff said the project was included in the 2025 budget and the low bid came under the budgeted amount.
- An engineering services agreement with Versus Engineering for design of a roundabout at Grand Park Boulevard and John Dippel Boulevard for $288,500; staff estimated construction costs around $2,000,000 (ballpark estimate) and said the west leg of the roundabout will serve as the main entrance to the new police headquarters.
- Signing authority to execute contracts for Station 81 parking expansion and a trail project between 161st Street and Cary Road (low bidders Calumet for parking and E & B Paving for the trail), with staff noting both projects were budgeted.
- Issuance of an RFP for towing and records services for the Westfield Police Department to reflect July 1 changes in state law about towing policies, fees and transparency; staff said the RFP will refresh the city—s rotation list and update vendor agreements and policies.
- Approval to accept four donated vehicles from Subaru Automotive of Indiana for the Westfield Fire Department to use as live training assets; staff raised administrative questions about title and disposal documentation and said those would be worked out.
