The City of Westfield approved a build‑operate‑transfer (BOT) agreement with BW Construction to build Fire Station 85 in the northwest area of the city.
Danielle Carey Tolan presented the DOT/BOT agreement to the council and said the project received four bids; BW Construction submitted the low bid and agreed that owner contingency allowances would revert to the city. The bid amount presented to the council was $11,225,000.
Randy Zents, the owner—s representative on the project, said the goal was to break ground by late October and to complete construction within a 12 to 14 month maximum. "The goal would then be a 12 to 14 month maximum construction period," Zents said. At the meeting staff and council members described BW as a reputable contractor with prior regional experience.
A council member moved to accept the BOT agreement; after a second the motion carried on a voice vote. Council members praised the use of the BOT approach and said the arrangement saved money by leveraging private‑sector flexibility while maintaining city oversight. The council also noted that the contractor—s agreement to return unused owner contingency funds to the city was an important financial safeguard.
The motion authorized execution of the BOT agreement; a guaranteed maximum price (GMP) was described as complete and final steps prior to construction were noted by staff. The meeting record did not list a formal resolution number or contract number for public reference.
