Gilroy approves $390,660 contract for library renovation design

The Gilroy City Council voted 6-0 to award a design contract to SVA (SVA/SBA in packet) Architects for library improvements and to amend the fiscal year budget to appropriate $390,660 from the Gilroy Community Library Fund.
Ryan Ozzens, capital projects manager in the public works division, told the council the contract covers architectural services, construction documents, bid-phase support and limited construction administration. The recommended contract amount is $385,660 for base design services plus $5,000 in reimbursable expenses, for a total of $390,660.
Ozzens said the Gilroy Library, constructed in 2012 with general obligation bond proceeds, has about $5.8 million in unspent bond funds. The design project will evaluate the building management system (HVAC and lighting), convert upstairs open space into private meeting rooms, expand teen and children’s programming areas, remodel service points and create flexible spaces such as a maker room and larger community room.
Ozzens said the city issued a request for proposals in June 2025 and received eight submissions. The evaluation committee ranked SVA Architects highest for relevant library experience; staff said SVA’s proposal was the lowest cost. The firm’s proposed schedule would take approximately 10 months to complete design and bid support, with construction potentially starting around August 2026.
Councilmember Bracco moved to award the contract and Councilmember Marks seconded. The roll call vote was unanimous: Bracco, Klein, Fugazi, Hilton, Marks and Mayor Bozzo voted yes. Council later adopted a resolution to amend the fiscal year budget and appropriate the $390,660 to the Gilroy Library Fund; that motion also passed 6-0.
Ozzens said the project is listed in the capital improvement program and staff will begin design immediately if the council’s action is finalized.
No public speakers were present for this item. The council’s action authorizes the interim city administrator to execute the agreement and related documents, and staff will return with design milestones and updates as the project advances.
