Avon council approves $1.05 million maximum levy appeal for growth and annexation

The Avon Town Council on Sept. 11 approved Resolution 2025-25 to file a maximum levy appeal with the Indiana Department of Local Government Finance (DLGF) asking for $1,050,000 in additional levy authority: $825,000 for a three-year growth factor and $225,000 tied to annexation.
A financial adviser, Greg Geritas, recommended the amount to the council. Town staff told councilors the general-fund budget the town manager presented assumes the levy appeal will be approved; if the DLGF denies some or all of the request the town would need to identify offsetting reductions in the general fund, potentially including hiring freezes and the removal of certain budgeted increases and programs.
"If you don't do it, we'd lose it," a staff member said, urging the council to file the petition. Councilor motion and second were recorded; roll-call voting recorded unanimous affirmative votes from Jason Puckett, Don Loudon, Greg Zuzin, Bill Holland and Robert Pope. Staff noted this year is the last opportunity to request a three-year growth factor under current statutory rules.
Ending: With council approval, staff will file the appeal with the state; if the DLGF partially approves or denies the request, council may need to reconvene to adjust budget assumptions.
