Board approves Payne Elementary 2025–26 school plan after principals outline literacy and attendance strategies

Payne Elementary school leaders presented a revised 2025–26 School Plan for Student Achievement at the Moreland School District Board of Trustees meeting and the board approved the plan in open session.
Presenters said Payne experienced a decline in recent SBAC proficiency and that the site’s goal is to return to and then exceed pre-pandemic performance. To do that, Payne leaders described a coordinated literacy approach that emphasizes consistent, sitewide practices across grade levels: UFLI (systematic phonics) in K–2; Literacy Footprints guided reading lessons; daily small-group guided reading; targeted “double-dose” phonics support for students performing below grade level; and a reduction in the number of online programs in favor of I-Ready personalized learning.
Payne leaders said the school reorganized intervention, moved toward daily guided reading and a consistent phonics progression, and staffed intervention with a teacher on special assignment who coaches classroom teachers. The site also described a separate writing block using a writers’ workshop model and new, structured homework that the school characterizes as supportive, non-punitive practice aimed at building executive-function skills and giving parents clearer insight into grade-level expectations.
Attendance and family engagement were central themes. Presenters described past district attendance campaigns (March Madness) and new efforts this year, including early outreach to families for students showing emerging chronic absence, lunch-club events to engage families, morning/afternoon homework-support sessions, and family learning nights focused on reading and math. The school plans to share diagnostic results with families and to create short videos and parent-facing materials explaining early-grade expectations.
On behavior and climate, Payne said it has integrated the district’s PBIS model with the new Character Strong SEL curriculum and added a part-time BCBA to provide behavior supports. The school plans to use Panorama survey data with parent and staff groups to tailor engagement events and to expand on family learning nights after positive early attendance.
