Temecula council names 18-member general plan advisory committee and adopts outreach program

The Temecula City Council on Sept. 23 appointed 18 residents to the city’s General Plan Advisory Committee and unanimously adopted a community outreach plan for the general plan update process.
The committee — called the GPAC and sized at 15 to 20 members by council policy — will serve a term the staff said runs Oct. 1, 2025, through Dec. 31, 2026. Staff reported the recruitment period produced 74 applications; council members selected an initial slate of 18 appointees that the council approved 5-0.
City staff described the outreach plan as a wide-ranging effort designed to inform the General Plan update and gather resident input. “The recruitment ran from 08/15/2025 to 09/15/2025 and resulted in 74 applications,” staff member Peters said during the meeting.
Why it matters: The General Plan guides land use, circulation, housing, parks and public safety for decades. The council’s decisions commit city resources and set the formal process for environmental review and public participation under California’s planning rules.
Council and staff said outreach will combine mailed notices, a survey, online materials and multiple in‑person visioning workshops. Staff reported that the city mailed 45,000 “every door” postcards Sept. 12–14 directing residents to temeculaca.gov/generalplan and that staff will run a community survey called True North, compile results for the GPAC and hold six to eight GPAC meetings that will be noticed and open to the public.
Schedule and public events cited at the meeting include visioning workshops scheduled by district: District 5 (Margarita Recreation Center) the night after the meeting, Oct. 2 at the Temecula Public Library (District 3), Oct. 6 at the Veil headquarters (District 2), Oct. 7 at Meadowview Clubhouse (District 4) and Oct. 8 at Hawks Point/Redhawk Golf Course (District 1). Council also scheduled a city council housing workshop Oct. 7 from 10 a.m. to 1 p.m.
Staff told council the update will include environmental review that requires an environmental impact report (EIR) with public scoping and hearings before the Planning Commission and City Council. The outreach plan also includes social media, video content, the city app and Temecula TV channel 3, and the city will report engagement metrics back to the council.

Councilmembers said they expected the GPAC to reflect a mix of backgrounds and disciplines and directed staff to proceed with the outreach program as presented. The council vote to approve the GPAC slate was unanimous, 5-0, and staff immediately moved forward to implement the outreach schedule.
Looking ahead: Staff will return to the council and GPAC with compiled survey results and materials from the visioning workshops; an EIR scoping session will follow as the project moves into formal environmental review.
