Resident urges Seguin ISD trustees to press Guadalupe Appraisal District on costly expansion; board nominates trustee to appraisal district board

Al Burns, a Seguin resident, told the Seguin Independent School District Board of Trustees on Sept. 11 that the Guadalupe County Appraisal District(GCAD) is pursuing a much larger renovation of a former Seguin ISD property than he believes is necessary and that the district will pay a portion of that higher cost.

"Currently ... the Seguin ISD will be spending a large chunk of money on their new expansion," Burns said during the meeting's audience-participation period. He said choosing the Mary B. Erskine building over an alternative would increase costs by about $5.3 million and that Seguin ISDwould commit roughly $842,000 of that amount over the next 10 years.

Burns asked trustees who had supported the appraisal district plan previously to reconsider and urged them to contact appraisal-district voters ahead of an Oct. 8 meeting. He said he had notified other elected officials and posted civic information online for residents to review.

The public comment preceded board business later in the meeting. Trustees then considered and approved several agenda items, including nominating a candidate to serve on the Guadalupe County Appraisal District Board of Directors. The board voted to nominate Trustee Josh Bright as the district's official candidate; the motion passed with six votes in favor and one abstention.

Why it matters: the appraisal district is the taxing appraisal authority for local governments including school districts; when a taxing entity participates in a capital or facility plan that increases the appraisal district's operating or capital costs, that can translate into higher future obligations for taxing entities. Burns framed his remarks around that local fiscal impact and asked trustees to intervene, urging the board to contact local appraisal-district voters and officials.

The board did not take a separate formal action on Burnsrequest to rescind or delay the appraisal-district plan; the nomination of a trustee to the appraisal-district board was a distinct, separate action taken later in the meeting.
