Board takes roll of routine approvals: public hearing dates, codes, licenses and contracts approved

The Board of Mayor and Aldermen approved a series of routine and administrative items during the Sept. 23 meeting.
Votes at a glance (items on consent and new business): - Approval of Sept. 9, 2025 minutes: Passed 7 with 1 abstention (Alderman Caesar abstained). - Ordinance to set public hearing for annual zoning map/text rezonings and related matters (first reading items and public hearing schedule): enacted as part of annual update (see separate article). - Ordinance 2025-24: First reading to amend Title 23 (stormwater management) and establish public hearing for Oct. 14, 2025: Passed unanimously. - Ordinance 2025-45: Amend municipal code for state property tax relief assistance (public hearing set Oct. 14, 2025): Passed unanimously. - Ordinance 2025-46: Adopt NFPA 101 (Life Safety Code) 2024 edition into local code: Passed unanimously. - Ordinance 2025-47: Adopt International Fire Code 2024 edition into local code: Passed unanimously. - Contract 2022-0247 with Clovercroft Holding LLC (parkland impact fee and construction agreement for Novara PUD): Approved unanimously. - Certificate of compliance to sell wine for Grace Franklin LLC (230 Franklin Road, Suite 12B): Approved unanimously. - Certificate of compliance/liquor license for Smokey Barrel LLC (595 Hillsborough Road, Suite 327): Approved unanimously.
Several items were held briefly for discussion; items 14 and 15 (rezonings for Ovation and REM) were pulled from the consent agenda and are covered in a separate report. City staff recommended approval of the stormwater, tax-relief, and code-adoption items and said the Planning Commission and relevant departments had reviewed the proposals.
The mayor also presented proclamations for Community Planning Month, Fire Prevention Week and the 20th anniversary of The Widow of the South; those were ceremonial and received by invited guests.
