Clermont County commissioners approve bills, contracts and grants; adopt tax-rate resolution

Clermont County commissioners on Sept. 10 voted to approve payments, contracts and grant-related actions and adopted a resolution accepting tax amounts and rates for fiscal year 2026.
The board — President David Painter, Vice President Bonnie Bachelor and Commissioner Claire Corcoran — approved a slate of nonconsent items by roll call. The board recorded unanimous votes on each listed motion; no no-votes or abstentions were recorded in the public minutes.
Key actions approved included a resolution authorizing payment to vendors in the total amount of $2,928,340.55 (Resolution 144-25) and a resolution accepting the amounts and rates necessary to be levied on the Clermont County tax duplicate for fiscal year 2026 (Resolution 145-25), certified to the county auditor pursuant to Ohio Revised Code section 5705.34.
Other items approved by the board included:
- A request to the Ohio Department of Transportation to consider reducing the posted speed limit on the roadway cited in the township request (Resolution 146-25).
- Awarding a bid and authorizing execution of a contract with BL Anderson of Westchester, Ohio, for repairs and rebuild of a mechanical bar screen at the county water resources facility, low bid of $180,902.98.
- Authorization to submit an application to the Ohio Public Works Commission (OPWC) for a $1,000,000 grant for the Chapel Road water-main replacement project (Resolution 147-25).
- Execution of a nonresidential line-extension agreement and readiness checklist with Duke Energy Ohio for installation of a primary feeder and transformer to serve a blower building at the Middle East Fork wastewater treatment plant improvements project, not to exceed $27,747.29.
- Authorization for the county administrator to execute tax-certificate language confirming that interest on Newtonsville-area sewer revenue bonds is excluded from gross income for federal and state income-tax purposes and to certify the bonds as qualified tax-exempt obligations.
- Approval of two subrecipient Community Development Block Grant (CDBG) agreements: $50,000 to the Bethel Historical Society for parking-lot, sidewalk and step improvements and $77,000 to the Clermont County Port Authority for the Grant Museum statue project (contract terms noted in the agreements).
- Amendment No. 3 to a professional-services agreement with Brausser Muller of Dayton for the Phase 2 environmental site assessment and removal of a 1,000‑gallon underground oil separator tank as part of the Villager project, extending the contract through Oct. 31, 2025, and raising the total not-to-exceed amount to $151,690.
- Two supplemental appropriations to the county’s annual appropriation resolution: $1,387,457 for Children’s Services to cover remaining 2025 invoices and $27,232.49 from the general fund to Adult Detention for a retirement payout.
The board also conducted a ceremonial proclamation designating Sept. 11, 2025, as National Patriot Day in Clermont County and received remarks from first-responder representatives during the proclamation presentation.
The board recessed into an executive session under Ohio Revised Code section 121.22(G)(1) to consider the employment or compensation of public employees and later announced no actions were taken in executive session before resuming public business. The meeting adjourned following routine closing items.
