Council accepts petition to consider annexation of 145 acres at North Canyon Road

The Provo City Council accepted for further consideration an annexation petition for roughly 144.98 acres located at 5078 North Canyon Road (the "Canyon Road annexation petition"). The acceptance vote was 6-0 with one councilor excused.

Planner Jessica Danachy said the petition grew after outreach to adjoining landowners and will come back to the council with an annexation agreement and subsequent concept plan and project plan for development. Danachy and the applicant said the petition follows earlier outreach beginning in late 2023 and includes multiple residential properties.

Applicant representative Zach Hartman (Land Advisors) told the council he had worked with Public Works and city staff to address utility and sewer capacity questions and that the development team has a purchaser under contract. Staff said Public Works has reviewed early plans and that remaining technical details (including sewer capacity and water pressure) will be addressed during the annexation agreement and project plan review; the annexation acceptance does not approve development.

Neighbors who spoke in favor highlighted long-time residency and asked that agriculture and trail access be respected. Others asked for continued attention to infrastructure capacity. Councilors asked staff and the applicant to bring technical reports during the annexation agreement and project-plan review phases.

The council voted to accept the petition for further consideration by a 6-0 vote with one member absent or excused. The record indicates the annexation will return with an annexation agreement, subsequent zoning/rezone requests and project-level development approvals.
