Terrell council approves Kings Creek Park concept plan after heated debate over restroom and grant match

Terrell — After extended discussion about maintenance, safety and grant matching, the Terrell City Council voted Sept. 30 to approve the Kings Creek Park concept plan and to direct staff to move forward with engineering and grant match work.
Bridal Santa Ana, the project engineer who presented the plan, told council the city had secured a Texas Parks and Wildlife grant for $750,000 and that the city’s participation amount on the current scope is approximately $840,350. “If we don't move forward with the grant and doing the park as such, we lose out on the grant for $750,000,” she said. Santa Ana also said the trail required by the grant is included in the project scope.
Council members and residents debated whether to include a restroom in the park. Councilwoman Donna Renee Anderson said she supported a restroom “because it's hygienic. We don't want people relieving themselves in the bushes,” and other council members expressed concern about the restroom’s cost. Council discussion placed the restroom’s incremental cost at roughly $400,000 in council remarks, and members asked staff to pursue multiple bids and cost-reduction options for restroom construction.
