The Putnam County Planning Commission on Oct. 1, 2025, voted unanimously to recommend that the Board of County Commissioners approve REZ25-000011, a zoning map amendment to Commercial General (C-3) covering several contiguous parcels on State Road 207 in East Palatka. Planning staff said the request, filed by applicant Kevin Fisher, would allow the development of a used‑car sales facility.
Planning and Development Services staff member Michael Graves told commissioners the subject site totals roughly 2.01 acres and has about 505 feet of frontage on State Road 207. Staff said the site’s future land use is commercial, that GIS layers showed no apparent wetlands, and that the parcel is in FEMA Flood Zone X (an area of minimal flood risk). Graves said that if the rezoning is approved, any future development would be subject to review by the Development Review Committee (DRC) before permits are issued.
Commissioners discussed the site’s relationship to a nearby planned unit development (PUD) tied to the former True Trust plant. Staff said the available PUD documentation was ambiguous about whether the northmost lot in the application is included in the PUD; staff reported the PUD appeared to be expired in practice and that the one lot under application may not have been part of the original PUD legal description. Commissioners asked staff to note the ambiguity in the record and to advise the BOCC that the applicant should attend the BOCC hearing to answer questions.
A member of the public, Margaret Durango of 2015 St. Johns Avenue, told the commission she had observed cars already for sale on the lot and that she believed the applicant was seeking to regularize existing activity following a code enforcement case for illegal car sales. Staff confirmed that approval of the rezoning would remedy the compliance issue by bringing the use into conformance with zoning.
A motion to recommend approval was made and seconded; the commission voted unanimously in favor. The advisory recommendation will be forwarded to the Board of County Commissioners for final action, currently scheduled for Oct. 28, 2025. Staff reminded the commission that any development on the parcel will be reviewed by the DRC and will require appropriate permitting.
