Satellite Beach council approves two zoning-related ordinances on development agreements and site plans

The City of Satellite Beach City Council on Sept. 16 approved two ordinances on second reading addressing development agreements and site construction plans.
Ordinance 12-74 amends Section 35-58 of the Satellite Beach City Code to allow for development agreement fees. The council heard no changes from the first reading and no public comment on the ordinance before adopting it on second reading.
Ordinance 12-75 creates a new city code section (33-04) requiring site construction plans. Council members asked staff whether the change would help enforce correct sewer connections at a hotel property; staff said the ordinance would improve enforcement by requiring comprehensive site plan documentation.
Both ordinances were approved on second reading during the meeting. Council roll call votes were read after the motions and both measures passed.
The ordinances are intended to strengthen the city's regulatory tools for reviewing development and to clarify documentation required before construction begins. Building permit fees were not part of these ordinances and remain unchanged, according to staff.
