Gardiner council unanimously approves short-term rental rules, business licenses and event permit

At its Oct. 1 meeting, the Gardiner City Council voted unanimously to adopt amendments to its land use ordinance and city code governing short-term rentals and approved several local business licenses and a temporary outside-consumption permit for an October event.
The Gardiner City Council on Oct. 1 approved amendments to section 7, section 10 and section 17 of the Land Use Ordinance and section 5.13 of the City Code pertaining to short-term rentals, and unanimously granted a set of local business licenses and a one-night outside-consumption permit.
Mayor Patricia Hart opened the item on land use changes and Councilor Rusty Greenleaf moved the ordinance amendments. Councilor Tim Cusick seconded the motion. Hart noted the ordinance review committee had worked on the changes for months, saying, "I know the ordinance review committee worked on this for months. So shout out to that committee for all the work they put in." The council recorded a unanimous vote on the amendments.
At public hearings earlier in the evening the council heard no correspondence or public comment on the short-term rental amendments, the victualler's license renewal for Ainsley's Market, or the business application for a cat café operating as Katz Familiar and Kitty Kovan. Bonnie Gasperson, the applicant for the cat café, told the council she planned a downtown operation with one side selling handmade goods and takeout comfort food and a separate space to foster "four to six cats" for adoption while she partners with the Humane Society. "People will come in, we'll have slots where they sign up, so they come in and visit with the cats and if someone wants to adopt one, they talk to the Humane Society," Gasperson said.
Councilors also approved a victualler's license renewal for Ainsley's Market (motion by Councilor Gaye Grant, seconded by Councilor Debbie Kimball) and approved the Katz Familiar and Kitty Kovan business license (motion by Councilor Tim Cusick, seconded by Councilor Kimball). The council granted an outside-consumption permit for the Johnson Hall Haunted Walk in October after a motion from Councilor Veronica Babcock, seconded by another councilor; that motion passed unanimously.
The council also approved the minutes from its Sept. 17 meeting (motion by Councilor Mark Cohn, seconded by Councilor Babcock) without additional discussion.
After routine business the council moved to executive session for a personnel and a real estate matter.
