CTC enrollment pressure, IU 13 staffing and personnel actions top Solanco board updates

The board’s administrative updates on Sept. 15 focused on Career and Technology Center (CTC) demand, IU 13 staffing challenges and routine personnel actions.
Mister Wymer, representing the CTC, told the board that all three CTC campuses had a strong start to the school year and that administrators are pursuing a potential partnership with the ABC organization to help reduce wait lists for career programs such as carpentry, HVAC and welding. Wymer said the welding program currently has the largest wait list and that staff are forming a committee of administrators, board members, teachers and community partners to study options for expanding capacity or program delivery. He invited board members to schedule tours of the CTC; Wymer said he would circulate tour dates and can accommodate district board tours.
IU 13 update and staffing: board members heard that IU 13 continues to negotiate with support staff and professional staff; support staff are unionized and negotiations were under way. Meeting remarks noted federal funding uncertainty affects some IU programs (adult education, early ed, Head Start and other community programs) and that grant reductions in prior periods had required staff reductions. The report said the IU currently had at least nine classrooms requested by districts that it had not been able to fill, leaving districts to find alternate arrangements for those students.
Personnel actions: Superintendent Bliss presented the personnel report and recommended approval of several employment items while requesting one item (6.4) be tabled pending additional information. The board moved, seconded and approved items 6.2 and 6.3 and then voted to table item 6.4. Bliss and other speakers discussed the district’s $14-per-hour starting floor for certain support positions and reported improved hiring and retention compared with prior years.
Other items: administrators announced an upcoming Lancaster County holiday bazaar on Dec. 4 hosted by IU 13, and several board members offered community “shout-outs” — including praise for a therapy dog named Cali at the high school and recognition of a recent athletic hall-of-fame banquet and the reopening of tennis courts. The board confirmed upcoming meeting and teacher in-service dates and said no executive session was needed; it adjourned after routine business.
The CTC’s partnership discussions and the IU’s staffing negotiations were presented as ongoing work; the board approved immediate personnel items while tabling the item that required more information.
