Board approves IU 13 agreement to provide ELD teachers for CTC students

The Solanco School District Board on Sept. 15 approved the district’s annual agreement with Intermediate Unit 13 to provide English-language development (ELD) services to Career and Technology Center (CTC) students.
Superintendent Doctor Bliss briefed the board that the agreement is recurring and that IU 13 supplies teachers for ELD services when sending districts fund those positions. Bliss said the IU’s per-student prorated charge ranges from $5,000 to $10,000 depending on the total number of students needing instruction; Solanco has four CTC students identified as needing ELD services, which Bliss said results in a district share ranging from $20,000 to $40,000, depending on final enrollments across districts.
Bliss told the board the arrangement has been used previously and that the IU model is less costly than pulling Solanco staff to the CTC for part-day instruction. After brief questions the board moved, seconded and approved the IU 13 agreement by voice vote with no recorded opposition.
The board’s approval covers the district’s funding commitment for the ELD teachers under the IU agreement; Bliss said final district cost will depend on the IU’s total enrollment counts and the prorated calculation.
