Board approves multiple traffic, event and procurement items; demolition and contract termination among actions

The City of Evansville Board of Public Safety on Sept. 24 approved a series of permits, administrative actions and contract decisions covering traffic patterns, special events, demolition awards and city property.
Key approvals included temporarily changing parking limits on portions of Third Street and Chestnut Street from two hours to ten hours October through March; approving alternate Thanksgiving Day run routes for the Turkey Day 5K run; a temporary lane-closure plan for window cleaning at Mead Johnson on Oct. 28 (with Oct. 29 as backup); award of three demolition contracts; termination of a three-year software contract to avoid entering year three; surplus of one non-repairable Cybex treadmill; and several special-event street closures and parades.
The board approved a temporary three-way stop at Lincoln Avenue and Fuquay Road from Sept. 29 through a date in October (dates subject to change for weather or unforeseen circumstances). It ratified three previously agreed “dumpster in the streets” requests and granted a secondhand merchant license to Evansville Toys and Games, owned by Daniel Barrett, at 2810 E. Morgan Ave. The board also approved an annual truck work permit for K and S Farms restricted to Riverside and not to downtown detour streets.
Demolition contract awards: the low bidder Steadily Excavating was awarded contracts for 2218 W. Columbia St. ($8,314) and 1519 W. Missouri St. ($8,224). A third demolition at 911 E. Powell Ave. went to Belkin Excavating for $16,600 after the original low bidder withdrew due to asbestos-removal costs.
The board approved termination of the contract with Secure Passage (previously known as Digital Sandbox) for the Haystacks software product; McCoy reported the contract cost was $35,000 per year and that the department did not find the product met its needs over the two-year period and sought to avoid entering the third contract year.
Several annual or recurring special-event requests were approved, including the Harrison Instrumental Band boosters marching invitational, the Hottie Scribe ceremonial parade (Nov. 8), Amvets car show (Sept. 27) and the Westside Net Club Halloween on Franklin Street event (Oct. 25). The Ford Center’s request to close Main Street between Sixth Street and Martin Luther King Jr. Boulevard on Nov. 21 for a first-responders night also was approved.
Administrative housekeeping items — approval of claims and minutes — were passed and the board adjourned. Where specific roll-call tallies were not recorded in the transcript, approvals were recorded by voice vote with “Aye.”
