Special education update: ESY participation, family guide, cyclical monitoring plans

Student-services leaders summarized Extended School Year (ESY) participation numbers, described a new 50-page family guide and said the district is entering state cyclical monitoring for special education this year.
Council Rock's student-services supervisors reported on this summer's Extended School Year (ESY) program, new family-facing materials and upcoming state cyclical monitoring of special education.
Director-level staff said ESY served about 254 elementary students across the 10 elementary schools and roughly 150 students in grades 7'12 (including students in the Achieve program). Program schedules varied by student need: some students attended full days four days a week, others part-day or fewer days. Supervisors said ESY aims to maintain academic and life skills so classroom re-teaching time in September is reduced.
Doctor Oberman (or Dr. Overman in the transcript), Director of Student Services, presented a new family guide for special education and an online "Parent Compass" webinar series that will provide recorded sessions for parents on topics such as reading interventions, the IEP/evaluation process and transition planning. The district also compiled a document listing tiered reading interventions and the research basis for program choices; supervisors said all elementary schools now use the same set of interventions and that related staff training was provided at the start of the school year.
Staff said the district is subject to Pennsylvania's cyclical monitoring of special education this year. They described the process as an in-depth review of IEPs, procedures and program implementation by the state and said the monitoring team will report findings later in the year. Committee members requested that administration present the monitoring timeline and status at a future Education Committee meeting and asked for clarity on program equity across schools and district professional development plans for inclusion.
No committee action was taken; staff said materials (the family guide, reading-intervention matrix and webinar schedule) are on the district website and that CPAC (the parent advisory group) will review the family guide at its October meeting.
