Council Rock administrators told the Education Committee Thursday they have drafted AI guidelines grounded in district values, are negotiating additional privacy protections with Magic School and asked the Board to consider purchasing a parental-education platform called Smart Social.
Assistant Superintendent (or equivalent) and technology staff said the AI guidelines were developed after reviewing resources from MIT, the Pennsylvania Department of Education and other expert sources and that the district's stated value is to "build a culture where AI is used thoughtfully with safety, transparency, and student wellness being at the forefront." Staff said the framework is intended to be adaptable as technology evolves.
On Magic School, district staff described a proposed addendum to the vendor's standard student-data and master-service agreements that would extend Council Rock's data-protection expectations to the vendor's sub-processors. The presentation listed principal sub-processors and large-language models Magic School uses, and staff said the addendum would require de-identification and limitations on downstream training by those sub-processors. The district said the draft addendum will be reviewed by the solicitor and vetted with IT and procurement before any final signature.
The committee also heard about Smart Social, a subscription-based parent education platform with short videos and topical resources for families. Andrea Mangold, Director of Communications, and other staff said Smart Social would give parents 24/7 access to videos explaining trending apps, online risks and conversation starters; staff said some content is free but a district subscription would supply curated, district-branded materials and analytics. The district estimated a 12-month subscription at $30,000. Administration said it will present Smart Social to the Board for approval and develop a rollout plan for parent access, training sessions and analytics tracking.
Committee members asked about guarantees that student-identifying data will not be used by downstream AI models. Administration said vendors cannot guarantee zero risk but that contractual safeguards, de-identification practices and data-protection addenda reduce the practical risk of re-identification or of student-level data being used to train external LLMs. MIT researchers and county partners are scheduled to visit the district to observe the guidelines and advise on values-based implementation.
No contract signatures were announced at the committee meeting; staff said the board will be asked to act on the Smart Social subscription and that the Magic School addendum will be reviewed legally before execution.
