Standing committees approve a package of budget shifts, leases, equipment purchases and park namings

Pittsburgh City Council standing committees on Monday moved a series of routine and programmatic measures forward, recommending approval of budget adjustments, lease agreements, equipment purchases and naming resolutions across finance, public safety, public works, recreation and intergovernmental committees.

Key committee actions included a capital-budget amendment (bill 22-41) that shifted $180,000 from sports facility improvements to recreation and senior-center facility improvements; a lease resolution (bill 22-45) authorizing a no-cost use of a city-owned parcel by Bikeshare Pittsburgh Inc. to place a shipping container for equipment storage; and a cooperation agreement (bill 22-46) to document local cooperation between the city and the Housing Authority of the City of Pittsburgh for Bedford Dwellings redevelopment.

Public-safety and wellness committee measures included authorization for the city to issue a warrant not to exceed $9,500 to Brauner Group K9 Services LLC for 1 K-9 unit (bill 22-38) and a contract for trainer-led on-site canine training with Kilo 3 Consulting Agency LLC not to exceed $8,500 for one year (bill 22-39).

Public Works committee approved an amendment to a professional-services agreement with ATC Group Services LLC to increase the total contract for stormwater management and renovation work at the Pittsburgh Bureau of Police firing range by $380,740, for a new not-to-exceed amount of $750,000 (bill 22-44). The Land Use Committee held an amended zoning ordinance (bill 22-50) for two weeks.

The Recreation, Youth and Senior Services Committee recommended three naming resolutions (bills 21-94, 21-95 and 21-96) to rename playgrounds and fields to honor local residents and volunteers; the committee gave affirmative recommendations for all three.

The Intergovernmental Committee approved an amendment increasing a transit-plan grant for the West End (bill 21-33) to a new total project cost of $200,000 (held one week at request) and approved a contract amendment to the CRM / 3-1-1 modernization program (bill 20-58) described separately. The committee also approved a $1.5 million account update tied to the Warrington Recreation Center renovation (bill 21-73).

Several routine administrative items were approved without extended discussion, including invoice approvals, interdepartmental transfers and P-card reports. Where members requested more information, bills were held for one or two weeks for follow-up.
