Council approves multiple local share grant applications, including generators for Fire Department and cultural and infrastructure projects

Scranton City Council voted to adopt a series of resolutions authorizing the mayor and other city officials to submit local share account grant applications to the Commonwealth of Pennsylvania (Monroe LSA under the PA Race Horse Development and Gaming Act). The adopted measures fund fire department equipment, sidewalk and streetscape work, cultural center repairs, parking and other local projects.
Adopted items included (amounts and stated uses reflect resolution text):
- Resolution No. 2552025 — up to $120,000 to be used toward three new generators and two new boilers for the Scranton Fire Department.
- Resolution No. 2562025 — up to $78,000 for the Steamtown Church sidewalk project.
- Resolution No. 2572025 — up to $52,370 for Weston Park baseball field renovation.
- Resolution No. 2582025 — up to $96,416 for Scranton Cultural Center facility upgrades.
- Resolution No. 2592025 — up to $42,840 for the Providence Pregnancy Center paving of 17,700 square feet of parking and driveway area.
- Resolution No. 2602025 — up to $153,300 for repair of a non-operating elevator (CDPS of Pennsylvania project).
- Resolution No. 2612025 (as amended) — up to $150,000 for the Davis Street pedestrian crossing project and traffic-control safety measures at Luzerne Street and Greenridge Street.
- Resolution No. 2622025 — up to $105,000 for a bike lane project (Valley in Motion).
- Resolution No. 2662025 (formerly 5 f) — up to $150,000 for exterior upgrades to United Neighborhood Centers of NEPA (moved from introduction to final vote within the same meeting because of grant deadlines).
- Resolution No. 2672025 (formerly 5 g) — up to $50,000 for the Lavish Wigs project.
Each item was introduced in committee and then recommended for final passage by the committee chair; roll-call votes recorded in the meeting transcript show unanimous approval for the items as presented.
Council members asked a few clarifying questions on the record before votes. For the Lackawanna Avenue Streetscape contract introduction, a council member confirmed the $18,600 line in the legislation referred to removal of street lights (not traffic signals). For the United Neighborhood Centers and Lavish Wigs grants, council members moved to suspend the rules and advance the items to final vote because of grant-application deadlines; council members expressed concern that short notice placed pressure on the council and asked the administration to provide earlier notice for future grant submissions.
