County planning coordinator lists $8M in pending and awarded grants, including multimillion police station request

Justin Scabry, planning coordinator for Northumberland County, briefed the commissioners Sept. 2 on a long list of grant applications the planning department is preparing or has submitted for municipalities and local authorities.
Scabry told the board the list includes a courthouse roof renovation ($716,572), an election department equipment grant ($286,684.51), a special conflicts/public defender staffing and equipment request ($109,962), and bridge replacement funding ($371,245). Other items include a $595,168 substance‑use disorder grant and a $15,000 district attorney reentry program grant.
Scabry also listed facility projects for local authorities and boroughs: a Northumberland‑Montour Joint Airport Authority facility upgrade ($75,701.41); a borough joint comprehensive plan (Northumberland Borough and Point Township) for a modest amount; a maintenance vehicle request for Marion Heightsboro (amount pending); Shamokin Township Public Library interior renovations (pending); Riverside borough guardrail replacement ($233,115); Mount Carmel Township municipal facility consolidation ($35,750); Mount Carmel playground project ($60,000); and a Mount Carmel Area Community Center coat drive grant ($5,000).
On larger projects, Scabry said a Herndon borough wireline replacement project was submitted for $1,900,000, a Herndon Borough Hall bathroom addition for $78,000, a Turberville (as stated) borough road project for $362,000 and a Shamokin Police Station interior project for $4,300,000.
Scabry said some requests are pending and that the planning department also supports municipalities and nonprofits with applications and planning services. Commissioner comments during the meeting praised the planning department’s work and noted the grants reduce the need for county taxpayer funding.
Scabry did not specify whether any single award is guaranteed; he described the items as pending submissions or recently applied‑for awards. He said he and staff coordinate with COG and other municipal partners on applications.
