The City of Erie Historic Review Commission ratified an administrative certificate of appropriateness on Sept. 8 allowing an in‑kind tile restoration at 317 Frontier Drive, a locally designated historic landmark.
The action matters because it establishes a staff-led, over‑the‑counter review pathway for small restoration projects under the city’s historic‑resource rules and provides an early precedent for similar applications.
Director Jackie Spry told the commission the application came from Matthew Falcon, the owner of 317 Frontier Drive, and that staff had classified the work as a minor alteration suitable for administrative approval. Spry described the work as an in‑kind restoration of a front‑walk tile, and she said the proposed technique blends repaired and new ceramic pieces to match existing material. Spry also told the commission staff and the assistant planner, Cooper Moore, reviewed and approved the application administratively and that there were no application fees for this type of project.
Because Falcon is the applicant, he recused himself from the commission’s review. Commission members discussed the procedures and agreed the staff review was consistent with the ordinance. A motion to ratify the administrative approval passed by voice vote; no opposing votes were recorded.
The certificate of appropriateness form carries tracking number 25‑001, and staff indicated the form will be signed and filed as the administrative record of the approval. The commission noted this is the first certificate of appropriateness brought before them as a minor alteration and discussed that future applications may be handled the same way when they meet the minor‑alteration threshold in the zoning ordinance.
