Carbon County tables Whole Home Repair Program bids after questions about bonding and bid packaging

The board reviewed four contract line items for the Whole Home Repair Program: contract CP162137 (Mazzella Enterprises, Jim Thorpe), bid amount $27,800; contract 01/1937 (Mozilla Enterprises, Jim Thorpe), bid amount $33,700; contract SR12122-137 (Mazzella Enterprises), bid amount $100,000; and contract WG15515-137 (Mozilla Enterprises), bid amount $14,000. Commissioners discussed prior situations in which a general contractor later engaged a plumber after a rebid and noted that the lack of separate plumbing and general bids in a single envelope had occurred previously.
Commissioner Arner moved to table the award decisions for two weeks to allow planning and staff review. The motion was seconded and passed on roll call: Commissioner Arner — yes; Commissioner Notestein — yes; Commissioner Sofranco — yes. The board set award and rejection determinations for the Oct. 3 meeting.
The board also discussed that because the projects are relatively small, bonding requirements are often waived; a commissioner noted this is how the county has handled similarly sized projects in the past. Staff will review the bid packages and return recommendations at the Oct. 3 meeting.
Next steps: staff will review the envelope packaging and bonding documentation and present recommendations for award or rejection at the Oct. 3, 2025, commissioners meeting.
