Carbon County resident urges change to county homestead-exemption procedure after deed changes remove eligibility

Carol Monyo, a resident of Coxville in Banks Township, told Carbon County commissioners that the county's tax-assessment office removes people from the Homestead Exemption program when there is any change recorded on a deed, sometimes without notifying the household until their next tax notice.
"It has to be changed," Monyo said, describing a family deed modification that did not change who lives in the house but that she said triggered removal from the program. "I've lived there over 70 years," she added.
Commission staff acknowledged counties handle homestead exemptions differently and said the county would review the procedure. A county speaker said there are "stringent guidelines" and that past practice in Carbon County has been to require re‑qualification after a deed change, but the office would look at how other counties handle similar cases.
The exchange included discussion of how deed changes can affect who is considered the homestead owner for exemption eligibility and that agents or attorneys typically advise property owners on those matters. County staff told Monyo the matter could be reviewed and compared with other counties' practices.
No formal action was taken during the public-comment segment; commissioners directed staff to review the county procedure and report back if changes are warranted.
