On Sept. 18 the Zoning Administrator approved a minor use permit allowing construction of a 2,240‑square‑foot metal accessory building on a vacant RA‑zoned parcel prior to establishing a primary dwelling, subject to conditions.
Planning staff said the applicant previously produced a development plan in 2022 for a house, accessory building and solar array but did not pursue full construction because of financing constraints. The applicant has since proposed to phase development and begin with the accessory building to store materials, tools and a vehicle while preparing to build a single‑family home later. County staff determined the accessory building qualifies for a minor use permit under Placer County Code section 17.56.020.81 and found no design, scale or location conflicts that would make the request inconsistent with the zoning ordinance.
Environmental Health and Engineering and Surveying staff supported approval subject to the conditions listed in the staff report. No written public comments were received prior to the hearing. Staff recommended and the administrator approved the minor use permit and applied CEQA categorical exemptions for small structures and minor alterations.
Why it matters: The permit allows the property owner to phase construction by placing a nonresidential accessory building on the parcel before the primary residence is built; the county requires conditions to prevent premature habitation of the accessory structure and to ensure consistency with site limitations.
