Villa Park Police Department promotes Sgt. Jose Pagan to deputy chief and names Sonia Bregman first female sergeant

The Village of Villa Park honored promotions within its police department on Sept. 22, promoting Sergeant Jose Pagan to deputy chief and Officer Sonia Bregman to sergeant during the Board of Trustees meeting.
Chief Todd Kubish introduced both promotions and invited family members to the dais. Kubish summarized Pagan’s service record — prior service in the U.S. Marine Corps, joining the Villa Park Police Department in February 2002 and serving as patrol officer, detective, patrol supervisor, watch commander and field training coordinator — and announced the promotion to deputy chief. “So really it should come no surprise that we’re promoting Jose from, Sergeant to Deputy Chief,” Kubish said.
Family members participated in the swearing‑in and a pinning ceremony. Pagan declined to make remarks at the meeting.
Chief Kubish also introduced Officer Sonia (Sonia/Sonya in transcript) Bregman and highlighted her time as a school resource officer, her community programs (including Internet safety and senior outreach called SALT), her peer support role and her work as a field training officer. “Sonia is gonna be the first female supervisor in the history of the Villa Park Police Department,” Kubish said, introducing her promotion to sergeant.
Family members and colleagues participated in Bregman’s swearing‑in; Chief Kubish and staff commended both officers for leadership and community service. The promotions were ceremonial items on the agenda and no board vote was required.
Trustees and staff later congratulated both officers during trustee reports. The village also scheduled photo opportunities and the department indicated that Carmen (Pagan’s mother) and family will take part in the formal pinning.
