Final plans for South Lakes Park sent to bid with sewer and parking alternates

Design consultants presented final plans and specifications for South Lakes Park and the MAPS 4 Citizens Advisory Board approved advertising the project for bids on Sept. 4.

Lindsay Fletcher of CEC, Jeff Evans of PDG and Sarah Andrews of GH2 described the base bid and alternate items. The base bid includes clubhouse/hospitality space with restrooms sized to serve fields, concessions, office space, and a maintenance addition; three satellite restroom/concession buildings are also included. Designers said the project will convert several facilities from septic systems to a gravity sanitary sewer, with the event center (east side) bid as an add alternate because it would require a grinder pump or a small pump station.

Jeff Evans said primary alternates include a roughly 100‑space parking lot at the northwest corner and the sanitary sewer work for the event center; user groups prioritized alternates based on repeated stakeholder meetings. “We prioritized them based on their wants and needs,” Evans said when a board member asked about alternate prioritization.

The consultants estimated a current construction budget target near $6,500,000 with the base bid estimate close to $6 million and alternates out of the base bid to keep the project within budget. Final plans call for improved ADA access, plazas, shade structures, seating and infrastructure to replace septic systems in most buildings. The board approved advertising the final plans and specifications by voice vote; construction was presented with an anticipated start in October and completion in October 2026, subject to bid results and funding for alternates.
