Consultants present draft five-year strategic master plan; DDA to review before October adoption

Consultants presenting on behalf of Gifford Webster reviewed a draft five-year strategic master plan and asked the Lapeer DDA to review the document ahead of a possible adoption at the October meeting.

Eric, a consultant on the call, said the plan is organized around six goals: enhancing communications between the DDA and community partners; developing a strategic framework for DDA-managed events; creating a vibrant downtown identity through streetscape and activation; (presenters referred to goals addressing parking accessibility and infrastructure); increasing the organization's capacity through volunteer recruitment and diversified funding; and fostering district redevelopment, including residential infill and strategic business recruitment.

The consultants noted that Michigan Main Street's service directory and the DDA's November site visit will inform selection of services for next year. They also pointed to an appendix and a public participation plan included in the materials. Board members asked for clearer next steps and requested the document be sent to staff (Jim) for distribution ahead of the October meeting.

One board member suggested that, if the plan is adopted, the DDA should review progress against the plan every three to four months to maintain momentum. Consultants said they would send the draft to staff the morning after the meeting and that the DDA could formally adopt the plan at the October meeting if no substantive changes were requested.

Why it matters: The strategic master plan will guide DDA priorities, committee work plans and funding decisions for the next five years and is intended to shape downtown activation, redevelopment and organizational capacity.

Next steps: Consultants will send the draft to staff for distribution; the DDA will review and discuss the plan, with possible formal adoption at the October meeting.
