Tacoma committee interviews 10 applicants and recommends appointments to Human Rights Commission

The Community Vitality and Safety Committee interviewed 10 applicants Sept. 25 and voted to recommend appointments to fill multiple vacancies on the Tacoma Human Rights Commission.
Nicole Emery, city clerk, said there were 10 vacancies and 10 interviews scheduled; three additional applicants either withdrew, deferred or did not appear. Applicants provided two‑minute statements about their qualifications and answered follow‑up questions about collaboration and decision making.
Applicants included Rose Brecco, who works in supportive housing and said she centers tenants’ goals in her advocacy; Josh Ganis, supervisor for Parks Tacoma’s Beyond the Bell program; Kaira (Kyra) Yamina Gomez Garcia, who described experience in educational equity and veteran status; Joy Tevis, with a background in hospitality and event coordination; Angela Moore, who described running mobile family resource and street medicine initiatives and said her programs served hundreds; Jasmine Ramsey, who holds experience in international human rights and prison advocacy; Diana Royalty, co‑founder of People Centric; Destiny Malaga, an executive chef and workers’ rights advocate; and others.
Committee members moved through a sequence of motions recommending appointments. The committee recommended the appointment of Kyra Yamina Gomez Garcia to an unexpired term ending Feb. 29, 2028; Rose Brecco to an unexpired term ending Feb. 28, 2026 followed by a full three‑year term to Feb. 29, 2028; Joy Tevis to an unexpired term to Feb. 29, 2028; Angela Moore to an unexpired term ending Feb. 28, 2026 followed by a three‑year term to Feb. 29, 2028; Josh Ganis to an unexpired term ending Feb. 28, 2027; Jasmine Ramsey to an unexpired term ending Feb. 29, 2028; Diana Royalty to an unexpired term ending Feb. 28, 2026 followed by a three‑year term to Feb. 29, 2028; and Destiny Malaga to an unexpired term ending Feb. 29, 2028.
Committee members voted by voice on each recommendation. The record shows the committee adopted each motion by aye vote; the committee had four members present at roll call and those members participated in the voice votes. The clerk’s office will notify applicants of the committee’s recommendations, which will be forwarded to the full City Council for final appointment as provided by city process.
Committee members discussed leaving two short, partial terms to a later interview round and prioritized filling longer terms now. Vice Chair Scott and other members praised the diversity of applicants and noted applicants brought both professional and lived experience relevant to human rights work.
The committee adjourned after completing the appointments and moved other business for upcoming meetings, including return of the Landlord Fairness Code Initiative and a Jan. schedule for Human Services Commission interviews.
