DDA recommends redevelopment liquor license for Acadia; commission support to be sought

The Lapeer City Downtown Development Authority voted to recommend the city commission support Acadia's application for a redevelopment liquor license through the state of Michigan.

A staff member explained the redevelopment license process: when region quotas are exhausted, an applicant must demonstrate exhaustive searches for available licenses, show escrowed licenses are unreasonably priced if relevant, document building investments and secure a resolution of support from the city commission. The staff member said Lapeer already exceeds quota by several licenses, so the redevelopment pathway is necessary for Acadia.

The DDA discussed the type of license sought: a Class C license permitting beer, wine and mixed drinks — in other words, a full-bar license. The staff member explained a redevelopment license is tied to the address; if the business closes or relocates, the license reverts to the state and is not freely transferable without state approval.

Board members spoke in favor, noting Acadia's family-friendly atmosphere and that a liquor license could help grow the establishment's business and downtown activity. A motion to recommend the city commission support Acadia's application carried on a voice vote.

Why it matters: A redevelopment liquor license would allow Acadia to provide full bar service at its current address while remaining tied to that location under state rules. The recommendation is advisory; the city commission must pass a resolution to accompany the state application.
