Staff recommended beginning design and evaluation in 2026 so the project would be eligible for federal incentives that require at least 5% of materials to be purchased before the July 2026 deadline (staff noted that purchasing 5% of materials by the deadline is sufficient to qualify for a 30% tax/incentive benefit).
