City staff outlines 12-month zoning code rewrite process; consultant Friese and Nichols to lead assessment

Greg Collins, the City of Bartlesville special projects manager, briefed the Board of Adjustment on the city’s zoning code rewrite project, which is in an initial 12-month code assessment and diagnostic phase led by consultant Friese and Nichols.
Collins said the consultant will review the city’s zoning and subdivision regulations, municipal code, permitting applications, and development processes. The outreach plan will include a community survey, stakeholder group interviews with members of the development community and neighborhood organizations, and a site visit to Bartlesville expected in October or early November.
Collins invited board members to recommend stakeholders for interviews and said staff will keep the board apprised and solicit the board’s input during the project. The board did not take formal action on the update; Collins presented it as an informational item and requested input and names of potential participants.
Collins said the project aims to identify changes to streamline development processes and update regulations to match the comprehensive plan. The city will follow up with schedules for stakeholder interviews and public engagement events as the consultant completes the assessment phase.
