TDA renews service agreement with TAYO covering executive director, asset and budget services

The board approved a continuation of Tayo’s services to TDA — covering the executive director role, real estate asset management, budget management and compliance reporting — at a declining annual professional services fee that reaches $100,000 in FY26 and $50,000 in FY27 under the existing schedule.
The Tulsa Development Authority approved a renewal of the service agreement with TAYO (Tulsa Authority for Economic Opportunity) on Sept. 25, continuing TAYO’s provision of key administrative services including provision of the executive director, real‑estate asset management, budget management and compliance reporting.
Staff said the scope established in July 2021 remains unchanged. Under the agreement’s fee schedule the professional services fee declines each year; staff said the FY26 fee will be $100,000 and then reduce again to $50,000 in FY27. Board members asked about plans to replace or recoup revenue as fees decline; staff said a sustainability plan is a high priority and that they are evaluating bringing on staff focused on acquisition and disposition analysis and an analyst to model long‑term sustainability beyond 2027.
Trustees moved, seconded and approved the agreement by roll call. Staff said the agreement maintains continuity of executive leadership and operational functions while the authority plans for longer‑term staffing and fiscal strategies.
