Council approves heat‑mapping contract and adopts 2025 building and fire codes; accepts HUD CAPER

The Vista City Council voted unanimously on multiple staff items Tuesday night after brief presentations and limited public comment.
Contract for extreme‑heat mapping and tree master plan: The council approved a resolution and agreement with West Coast Arborist to map the city’s tree canopy, inventory public trees and incorporate heat‑mapping into a community resilience program. Deputy Mayor Katie Melendez and staff described the contract scope as including tree surveys, canopy mapping, heat‑level analysis by census tract and creation of a public tree master plan. The council approved the contract unanimously.
Consolidated Annual Performance and Evaluation Report (CAPER): Housing and homelessness staff presented the city’s CAPER summarizing use of Community Development Block Grant (CDBG) and CARES Act funds for the program year ending June 30, 2025. The presentation reported $953,823 in annual CDBG funds expended in FY 24–25 plus CARES Act spending and prior‑year carryover; staff said 8,461 Vista residents received CDBG‑funded benefits during the year. The council closed the public hearing and unanimously received and approved the CAPER.
2025 California Fire Code and Wildland Urban Interface Code: Fire Chief Gerard Washington and Fire Marshal Mark Vero presented the three‑year update to the California Fire Code and the new Wildland Urban Interface (WUI) Code, noting technical updates for battery energy storage systems, sprinklers and ground‑mounted solar arrays and new home‑hardening and defensible‑space requirements. Assembly Bill 130 requires local findings for amendments by Oct. 1. The council adopted the local ordinance with amendments unanimously.
2025 California Building Standards Code: Community Development presented staff’s ordinance to adopt the 2025 California Building Standards Code with local amendments and to submit those amendments to the state by the Oct. 1 deadline under AB 130. The council adopted the ordinance unanimously.
Other consent and routine actions: The consent calendar passed unanimously. Staff noted items pulled for public comment during the consent process would be returned for separate action.
No council member recorded a dissent on these staffing items; each vote was unanimous as described in staff presentations and motion votes.
