City Council approves FY24–25 HUD CAPER, reports CDBG/HOME accomplishments

South Gate’s City Council on Sept. 23 adopted the city’s Consolidated Annual Performance and Evaluation Report (CAPER) for fiscal year 2024–25 and authorized the city manager or designee to submit the report to the U.S. Department of Housing and Urban Development (HUD).
Housing Manager Carol presented the CAPER summary, identifying accomplishments funded through HUD Community Development Block Grant (CDBG) and HOME program allocations. Carol reported the city assisted 296 people with tenant-landlord housing-rights services through the Fair Housing Foundation; 40 people were served by a family violence prevention program; 12 youth participated in the South Gate Police Explorers program; four youth took part in a work-experience internship run by the California Latino Institute and the Chamber of Commerce; and staff completed more than 10,535 graffiti-abatement assignments during the reporting year.
Carol recommended the council adopt a resolution receiving and approving the CAPER and authorize submission to HUD. Council members praised staff for the work described; one council member noted concerns about the scale of graffiti abatement relative to other program needs.
The council approved the CAPER by roll call vote; councilmembers voted yes and the council president declared the motion passed.
Ending: The CAPER will be filed with HUD as required; staff will continue program delivery funded by CDBG and HOME and monitor contract and outcomes reported to HUD.
