Southgate Housing Authority accepts HUD grant to join Foster Youth to Independence voucher program

The Southgate Housing Authority on Sept. 23 voted to accept $83,194 in federal funding to provide housing vouchers and administration for transitional-age youth leaving foster care.
The award enables the authority to administer five Foster Youth to Independence (FYI) vouchers and includes $79,444 for the vouchers themselves and $3,700 for administration. Housing staff said the authority will partner with the Los Angeles County Department of Children and Family Services to identify eligible youth and provide supportive services.
Housing Manager Carol (staff member) summarized the program in a short presentation, saying the vouchers will serve youth ages 18 to 24 who are exiting foster care within 90 days and at risk of homelessness. “The Southgate Housing Authority will determine whether the youth are eligible, and then we will process the vouchers and do the administration of those vouchers,” Carol said during the meeting.
Carol told the board the authority submitted an application in August 2025 requesting vouchers for five transitional-age youth and received the award notice on Aug. 28, 2025. She said the award includes $79,444 designated for tenant assistance and $3,700 for administration, and asked the board to accept and appropriate the funds.
The motion to accept the grant and authorize appropriation was moved and seconded and passed on roll call. Authority member Tavo voted yes; Authority member Diaz voted yes; Vice Chairperson Navarro voted yes; Chairperson Navila voted yes. The board recorded the motion as passed.
The housing authority agreed that case management and referrals would be coordinated with the county’s Department of Children and Family Services, which will refer youth to the Southgate Housing Authority for eligibility determination and voucher issuance. Carol said supportive services will be provided by the county in addition to the rental assistance administered by the authority.
The program previously was the subject of a memorandum of understanding between the authority and the county, authorized in October 2024, staff said; the authority then prepared and submitted the HUD application in August 2025 once it identified eligible youth.
The authority did not specify a start date for voucher issuance beyond the required HUD award timelines.
The Southgate Housing Authority’s vote to accept the funding was final for the items on the agenda and will allow staff to begin processing eligibility and use of funds.
Ending: Housing staff will carry out program implementation and work with county social-services partners on referrals and supportive services; the authority recorded the motion as passed and will appropriate the awarded funds into its FY25–26 budget.
