Community Development Director Warren Frace briefed the City of El Paso de Robles Planning Commission on several staff initiatives and upcoming scheduling changes during the Sept. 23 meeting.
Frace said the city has begun implementing regulations for food‑truck operations adopted earlier in the zoning ordinance update and that the City Council appointed an ad hoc made up of council members Gregory and Bausch to hear stakeholders. The first ad‑hoc meeting, Frace said, was well attended and included Spanish interpreters. Key unresolved issues identified by staff and stakeholders include generator noise, the number of tables/chairs and shade structures allowed, and permitting and enforcement procedures. Frace told the commission staff expects a second ad‑hoc meeting in mid‑October and will report back on possible zoning or administrative changes.
Frace also said the city is recruiting for three seats on the Housing Constraints and Opportunities Committee; the open seats are recommended appointments from the Central Coast Home Builders Association, the Paso Robles Chamber of Commerce and a local real‑estate professional. The application period was open at the meeting and was scheduled to close the Thursday following the meeting, with applicant interviews planned for Oct. 22.
On facilities and scheduling, Frace said the city is beginning a remodel of City Hall. Half of planning staff will temporarily move to the "sandbox" co‑working space at 14th and Park beginning Oct. 1; the permit center front counter will relocate to the council chamber area and open there Nov. 3. As a result, the Planning Commission's Oct. 14 meeting will be held at Centennial Park in the Norris Room, and Development Review Committee meetings will move to Centennial Park beginning Oct. 20.
Frace said the Boys School (referred to in staff remarks as the Landing project) is progressing: the environmental impact report (EIR) is in final form, staff are finalizing conditions of approval and a development agreement, and the project could be scheduled for commission review within about 30 days.
Frace concluded the staff report by reminding commissioners to prepare for major items in forthcoming agendas, including the Boys School project, and to expect a transition period while the permit center and staff temporarily relocate.
